Directive (EU) 2023/959 on ETS2 for Buildings and Road Transport

Directive (EU) 2023/959 establishes a new, separate Emissions Trading System (ETS2) for fuel combustion in the buildings and road transport sectors. This aims to reduce greenhouse gas emissions by 42% by 2030 compared to 2005 levels. While monitoring and reporting obligations may begin earlier, the full operation of ETS2 for buildings is expected to commence in 2028, with the first compliance period starting in 2027. The directive is part of the 'Fit for 55' package to achieve the EU's climate neutrality goals.
